Most study advice assumes that intention reliably turns into action, and that a quiet room and a plan are enough. If that assumption does not hold for you, the advice is not wrong so much as aimed at somebody else. What follows is aimed at the gap between deciding to work and working.
The problem is almost never wanting to do the work. It is the distance between wanting to and beginning.
Shrink the beginning, not the task
The expensive moment is the first one. Not the hour of reading — the transition into it. So the useful move is to make the entry point so small that it does not require a decision: open the file, read one paragraph, write one line.
This is different from breaking a task into smaller tasks, which is the standard advice and often does not help, because a list of ten small tasks is still ten transitions. One tiny entry point into one long stretch is easier than ten reasonable ones.
Make the work external

Switching format is not avoidance if the material is the same. Sitting in front of a page you have read four times without absorbing it, on the other hand, is not virtue either. It is an hour spent.
Put friction where the distraction is
Willpower is an unreliable place to store a decision. The phone in another room works when the phone face-down on the desk does not, and neither is a statement about your character — it is a difference of about nine seconds, which turns out to be enough.
The same applies to the study environment itself: the effect of a place where you only ever work is that arriving there does part of the starting for you.
Plan for the days that do not work
Output is not steady, and a plan built on an average day quietly assumes every day is average. Some days three hours happen easily and some days forty minutes is the whole achievable amount.
The practical response is to front-load. Do the work when the work is available rather than when the schedule says, and keep the fixed commitments — the dates that cannot move — somewhere that does not depend on you remembering them on a bad day.
